An Open Letter to California's Leaders
The trust between the AI development community and the federal government is being broken. There is now a genuine fear among builders, researchers, and founders that innovating in the Super Intelligence space could expose them to prosecution, forced military applications of their work, or federal retaliation for simply building civilian technology.
This chilling effect threatens not just California's economy, but America's ability to lead the world in the most transformative technology in human history.
We are asking Governor Gavin Newsom to:
1. Champion state-level protections for AI developers against compelled military or surveillance use of civilian technology
2. Create a California AI Safe Harbor, a clear legal framework protecting developers who build AI for humanitarian, commercial, and scientific purposes
3. Position California as the global destination for AI talent by making it the safest and most innovation-friendly jurisdiction in the world
We cannot build the future of Intelligence under the threat of prosecution. California has always been where the future gets built. Now is the moment to protect the people building it.
